As I have experienced you have very bad ping on your server. Most players ping reaches over 200 or stays around 150. I don't want to intrude or make demands on you but I recommend you to change host to either in The Netherlands or Germany for best ping. If you want this to be a popular server then you have to stop players from Timing Out all the time. The one I have used on my servers has given the players a ping from 20 to 60, depends on your own speed.
