Well for me when istarted on the server for the 1st time I spawned in LS and started with 5000 and I had to walk everywhere
So my proposal is that the should be a mini cab/taxi service and job that people can take could start buy needing to geta cab liscense and then after that you could work LVRP or you could create your own buisness
Jobs from taxi company
1) taxi drivers
2) taxi dispatchers
3) more when I can think of some
Taxi drivers would charge ppl a certain amount per trip or per minute/second they travel
Dispatcher paid by each car dispatched or % of takings for company
A call system could be used aswell as a pick up service from street
